First, make sure all faucets inside and outside are turned off. Go out to your meter and remove the lid. You will see a leak indicator (a red star or a diamond). If the leak indicator is turning, it means that you have water leaking somewhere.

Before you call a plumber or the City of Douglas, check to see if the clean-out valve is open and draining. If the clean-out is running properly, the backup is probably caused by obstructions in your lines. If the clean-out valve is stopped up, you can call the City of Douglas Water Department at (912) 389-3425, and they will send someone out to determine the cause.
